Criteria
for selecting Coordinators
First, take the quick view of both the marks of an effective coordinator
and of the general duties. Then, explore in further detail the essentials of
healthy servant leadership.
An Effective Coordinator:
● affirms Christian values by lifestyle
● understands The United Methodist Church and is encouraged to be a member
● understands faith role modeling
● leads and works with volunteer groups well
● has a desire to grow and improve in the position
● delegates work to others with sensitivity and understanding
● has planning skills
● communicates well with others by writing and speaking
● is a supporter of people and their need to grow and improve
● believes in service to young people
● is elected or appointed by the appropriate conference (charge, district,
annual, and jurisdictional) within which the coordinator is serving. All local
churches should elect or appoint a coordinator to see that young people
involved in the agencies’ programs are recognized.
Duties: Local Church Coordinator
- Interpret scouting ministry as an intentional ministry of the church,
providing experiences of nurture, service, mission, and outreach.
- Coordinate scouting ministries with other programs in the church and
publicize those programs.
- Encourage dialogue and understanding between pastor or church leaders
and adult leaders in the scouting ministry.
- Be a member of the church council and report monthly.
- See that there is a signed charter or partnership agreement with the
agencies.
- Promote the God and Country religious education program for all youth
in the church and provide information about the programs available for those
of other faiths who are in our United Methodist Church youth agencies.
- Work with the pastor in planning and observing Scouting Ministries
Sunday or separate special Sundays for each of the agencies that are
represented in the churches.
- See that leaders become fully trained for their position in the
agencies and by the church for youth protection.
- Ensure that recognitions are awarded as appropriate, including the
Bishop’s Award of Excellence for units, the Cross and Flame and God and
Service for leadership, the Good Samaritan for youth giving service, and other
recognitions as needed, including public gratitude and agency awards.
- Cultivate resources to support the organization’s programs, recruit Boy
Scout leadership and assist in recruiting leaders for other agencies, and
assist in recruiting young people.
- Assist the pastor with a report of unit designation numbers, the number
of young people registered, and the name and contact information for the
leadership.
- Represent the church on the District Scouting Committee.
Duties: District Coordinator-
Serves on District Council of Ministries, 1992 Book of Discipline, para
752, and District UM Men Executive Board, 1992 Book of Discipline, para 761,
Article 5b. Elected by these groups.

Meet Regularly with local church coordinators providing them with updated
information on conference and national programs of the

church and Civic Youth-Serving Agencies/Scouting Ministries.

Encourage all local churches to have Civic Youth-Serving Agencies/Scouting
Ministries Coordinator and Civic Youth-Serving Agencies/Scouting Ministries.

Encourages an annual observance of Civic Youth-Serving Agencies/Scouting
Ministries Sunday.
- Promotes use of God and Country programs for children and
youth.
- See that qualified volunteers are recognized with the awards
of The United Methodist Church and Civic Youth-Serving Agencies/Scouting
- Ministries.
- Works closely with District
Superintendent.
- Serves on Conference Committee for Civic Youth-Serving
Agencies/Scouting Ministries.
- Has authority to appoint
Sub-District Coordinators.

Knows and understands duties of local church Coordinators.
Duties: Annual Conference Coordinator-
Knows and understands duties of District and Local Church Coordinators.

Meets regularly with District Civic Youth-Serving Agencies/Scouting
Coordinators, providing them with updated information/training on Civic
Youth-Serving Agencies/Scouting programs.
- Works closely with the Bishop to see that local church units
are recognized with Bishop's Award of Excellent when qualified. Also sees that
all qualified volunteers are recognized with awards of The United Methodist
Church and the Civic Youth-Serving Agencies/Scouting program.
- Encourages the observance of a Civic Youth-Serving
Agencies/Scouting Ministries Sunday for local churches.
- Serves on Conference Council, 1992 Book of Discipline, para.
762.2, 730.5, (or at least the Conference Committee on Education). Also,
Conference UM Men Executive Board. Elected by Annual Conference, 1992 Book of
Discipline, para. 744, Article 5c.
- Attends Annual Conference and national meetings related to
Civic Youth-Serving Agencies/Scouting Ministries training.
- Serves on the Jurisdictional Committee on Civic Youth-Serving
Agencies/Scouting Ministries.
Duties: Jurisdictional Coordinator- The
Discipline provides for the Jurisdictional Scouting Coordinator to be selected
by the United Methodist Men's Jurisdictional Organization. (The 1992 Book of
Discipline, para. 635). The Director of Civic Youth-Serving Agencies/Scouting
Ministries is available to assist in this process.
- Knows and understands the duties of local church, District
and Annual Conference Coordinators.
- Attends/leads Jurisdictional and National events related to
Civic Youth-Serving Agencies/Scouting Ministries.
- Works closely with the Office of Civic Youth-Serving
Agencies/Scouting Ministries and United Methodist Men, 1992 Book of
Discipline, para. 1204, 1219.3, 1223.1, and 635.
- Promotes Annual Conferences recognition of their qualifies
Civic Youth-Serving Agencies/Scouting Ministries volunteers with the
appropriate award of The United Methodist Church or the Civic Youth-Serving
Agency.
- Participates in the preparation of material for and the
promotion of Civic Youth-Serving Agencies/Scouting Ministries Sunday for the
church.
- Meets regularly with and conducts training for district
Conferences Coordinators.
